4.  A policy statement from the dean or department chair stating (in the event an award is made) the
university’s intent to not deduct student fees, tuition and heath insurance premiums from the Truman Library Institute’s $16,000 fellowship but insure, nonetheless, that they are provided to the award winner.
5. Two letters of reference from persons (including the dissertation advisor) familiar with the applicant’s performance at the doctoral level should be sent directly to the Institute before the February 1st deadline.

If awarded a Dissertation Year Fellowship by the Harry S. Truman Library Institute, I agree to submit a brief report on the work done under the fellowship to the Grants Administrator no later than six months after expiration of the award.  I also agree to deposit one copy of my completed and accepted dissertation (or any publication resulting therefrom) with the Harry S. Truman Library. Acceptance of a competing fellowship or large grant is allowed with the stipulations that the terms of the competing fellowship or grant cannot include teaching responsibilities and the combined total of both the Truman Library Institute Dissertation Year Fellowship and a second fellowship or grant cannot exceed $25,000.

DISSERTATION YEAR FELLOWSHIPS INFORMATION
To encourage historical scholarship of the public career of Harry S. Truman or the Truman era, the Truman Library Institute will annually give financial support to one or two graduate students who have completed the dissertation research and are at the writing stage.  This fellowship is intended to free a doctoral student from teaching or other employment to facilitate completion of his or her dissertation.  Preference will be given to projects based on extensive research at the Truman Library, but since the research is presumed to be complete, there is no requirement of residence at the Library during the fellowship year.

The fellowship award of $16,000 is payable in two installments, September and January.  Completed applications should be submitted to the Committee no later than February 1; the Committee's decision will be announced in the first week of April. The Committee reserves the right to withhold the making of any award if the quality of the applications does not justify it.
