00:00Senator James M. Mead was a successive chairman of what was originally known as the Truman Committee, established in the U.S. Senate in 1941 as the Special Committee to Investigate the National Defense Program, meant to investigate "excessive profits, fraud, corruption, waste, extravagance, mismanagement, incompetence, and inefficiency in expenditures, connected with the prosecution of the national defense program for World War II." As the film starts, U.S. military are parked in front of an old building. A man stands in the doorway of the building.
00:25The camera explores a large open space of graded dirt where military vehicles and equipment are parked in long rows. A jeep carrying committee personnel is shown touring the lot.
00:38Tanks are shown loaded upon train cars on railroad tracks.
