
The President had meetings both on and off the record every fifteen minutes from 10:00 until 11:30. At 11:30 the President met with the National Citizens` Council on Civil Rights. They were interested in supporting the idea of a permanent Federal Commission on Civil Rights. At 12:00 the President met with the Committee on Equality and Treatment Opportunity in the Armed Services. The committee was chaired by Charles H. Fahy. At 12:45, President Truman flew to Pinehurst, North Carolina to visit Secretary of State George C. Marshall who was recovering from an operation. The trip was kept confidential. It was a surprise to both Secretary Marshall and members of the press.
