COLLECTION DESCRIPTION

 

The papers of Frank A. Waring include books, newspapers, press clippings, press releases, government reports, legislative and trade agreement records, illustrated charts, correspondence, speeches, legal records and opinions, transcripts of oral arguments, and commission minutes relating to the administrative operations of the Philippine War Damage Commission and the Philippine Rehabilitation Act. The collection is arranged in a single series.

The collection contains correspondence from Commission Chairman Waring to President Truman, copies of the Third Deficiency Appropriation Bill for 1946 and the Philippine Rehabilitation Act hearings, a U.S. Public Health Service report, a trade agreement between the U.S. and the Philippines, and correspondence between Waring and Ambassadors Paul McNutt and Emmet O’Neal.

Additional material includes the official minutes of the commission for the years 1946-1951, press clippings about Waring and the commission’s operations, a book of speeches made by Philippine President Manuel Roxas, newspapers detailing the death of Roxas, legal memorandums and opinions written by the general counsel of the commission, surveys into the topic of war damages and the economy of the Philippines, the final report on public property rehabilitation in the Philippines, and the commission’s own final report.

Other collections of the Truman Library relating to the Philippines include the papers of Myron Cowen, J. Weldon Jones, and Emmet O’Neal.
